Senior Purchasing Officer

Continuing full time position commencing December 8, 2025

DUTIES AND RESPONSIBILITIES

The Finance Department is seeking a highly skilled, service-oriented individual for the position of Senior Purchasing Officer. The successful candidate will provide timely and accurate services and perform the following duties:

  • Maintain processes and procedures within the department emphasizing quality and efficiency and
    implementing improvements.
  • Manage all day to day purchasing activities with a high level of autonomy.
  • Champion the transition from paper-based purchasing processes to digital systems.
  • Identify and opportunities to implement technology that enhances efficiency and reduces manual tasks.
  • Collaborate with internal teams to ensure smooth integration of technology into purchasing workflows.
  • Responsible for insurance coverage and annual registration of College vehicles.
  • Responsible for online orders (Canadian and International) and credit card purchases.
  • Reconcile and provide supporting documents for Visa and AMEX monthly statements.
  • Administer brokerage duties and import transactions.
  • Prepare tender/request for quotation documents, record tender results, select approved vendor, and
    award contracts to approved vendors.
  • Investigate and approve new supplies regarding service, quality, and reliability.
  • Maintain vendor accounts for all vehicle rentals (insurance, charges, and rates).
  • Receive purchase requisitions, check for accuracy, and purchase supplies from requisitions.
  • Source and negotiate prices on equipment, goods, and services.
  • Enter and approve purchase orders, follow up on delivery and communicate any substitution
    products to departments with options for alternative products.
  • Verify purchase order prices to invoice prices and investigate any discrepancies.
  • Provide training, guidance, and assistance to staff on purchasing policies and procedures and new systems.
  • Monitor and review work of the Purchasing Buyer.
  • Represent Holland College on Interuniversity Services Inc. (ISI) Supply Management Committee.

QUALIFICATIONS

  • Post-secondary diploma/certificate in Accounting or Business with five years progressive related purchasing experience in a fast-paced environment.
  • Knowledge of commodity tax laws and regulations as well as knowledge of Customs and CBSA guidelines.
  • Experience with Microsoft Office with strong skills in Excel.
  • Excellent customer service skills, including initiative, problem solving and follow through.
  • The ability to work well independently and with others while meeting regular and unplanned deadlines
  • Experience using Oracle Financials would be an asset.
  • Membership in Purchasing Management Association of Canada (PMAC) is preferred.
  • Achieved or working toward Certified Purchasing Professional (CPP) designation is also preferred.

$29.50 to $36.89; 37.5 hrs/wk
