Manager of Campus Planning

Continuing full-time position commencing ASAP

DUTIES AND RESPONSIBILITIES

Reporting to the Director of Facilities Management, the successful candidate will be responsible for overseeing major capital and renovation projects, space planning, and energy conservation initiatives. 

  • Collaborate with stakeholders to ensure design and operational requirements are met, while aligning with institutional priorities and financial constraints.
  • Provides, as required, technical and creative advice to ensure the project(s) are on time and on budget by working with the Facilities Management and other key College stakeholders.
  • Manages the RFP process for engaging architectural services, engineering consultant(s), and/or the construction management firm.
  • Manages the contract between the college and the architectural consultant, engineering consultant(s), and/or the construction management firm.
  • Review all work in progress, from initial concept to the completion of project’s warranty period, and to take all reasonable precautions to ensure deliverables meet the established goals and criteria. 
  • Perform due diligence to ensure that all work is done safely and in accordance with relevant Acts, and regulations.
  • Oversees and exercises continuing control over the work of the architectural, engineering consultant(s), construction management firm, and contractors (if applicable).
  • As required prepares and manages, in collaboration with consultants, the tender call process for engaging the general contractor(s), and/or specific trade packages.
  • Champion of space utilization strategies across the College community.
  • Analyzes collected occupancy data and generates reports on room types and schedule.
  • Stays current in successful strategies used in post-secondary, and executes relevant initiatives to maximize the use of our physical environment.
  • Provide evidence-based recommendations as to the function, features, and capacity of room types required while considering renovation and/or new construction activities.
  • Provides clear reports and recommendations to key stakeholders on existing space opportunities across the College community.
  • Manage the Space Inventory for the College’s room booking software. 
  • Champion the development, implementation, and maintenance of the College’s Energy Management System (EnMS) and report on relevant progress and impact of each.
  • Source funding opportunities in the form of grants or rebates for projects that would reduce the College's GHG emissions or energy costs. 
  • Review and update policies and protocols for determining when the College will open, delay or close due to inclement weather. 
  • Maintains a current condition of prioritized deferred maintenance, building condition reports, and/or opportunities for all College facilities.

QUALIFICATIONS

  • A Bachelor's Degree in Architecture or Engineering with a minimum of 5 years work experience in a similar position. 
  • Being registered as an Architect or Engineer in the Province of Prince Edward Island would be considered an asset. 
  • Past construction project management experience working within a post-secondary environment will be an asset.
  • Extensive experience in preparing scope of work, complete with an accurate schedule and budget (Class C estimates).
  • Sound working knowledge of building envelope, mechanical, electrical systems.
  • Superior analytical skills, and past experience designing and executing energy improvement and/or space management analysis and planning project considered an asset.
  • Strong working knowledge of Health and Safety requirements and best practices.
  • Ability to form and lead collaborative and effective teams, stay on task, schedule, and budget.
  • Familiarization with Green Globes and BOMA Best standards, would be considered an asset.
  • Superior skills in word processing, spreadsheet applications, CAD (or equivalent), and email systems.
