Chief Financial Officer

Term position commencing March 31, 2025, to May 1, 2026

DUTIES AND RESPONSIBILITIES

Holland College invites applications for an innovative and collaborative Chief Financial Officer (CFO). This role requires a self-motivated professional who is comfortable providing strategic vision as well as hands-on operational direction. Reporting to the Vice President, Corporate Services,the Chief Financial Officer (CFO) is the guardian and financial gatekeeper of the financial health of the institution, overseeing and implementing appropriate financial controls infrastructure.

Key Responsibilities:

The CFO role leads multiple teams and provides direction to all financial, accounting, procurement, and ancillary functions of the institution. The role provides strategic direction and oversight of both operational and strategic long-term sustainability, effectively collaborating with internal and external stakeholders to ensure institutional success. Direct responsibilities include managing assigned departmental structure, job design, workload assignments, projects, and operational plan execution through goal setting, appraisals, supporting skill development, providing mentoring, and coaching.

 Financial Controls & Compliance

Provide oversight for all financial controls and compliance within the institution, directing financial, procurement processes and procedures, internal controls, financial monitoring, and reporting. Establish and maintain audit procedures, year-end audit requirements and direct the annual audit implementation plan. Responsible for conducting the annual budget preparation and quarterly reporting process. Monitor and review pension fund investment manager performance and present regularly including recommendations to Senior Management and the Board of Governors. Work closely with Human Resources regarding pension plan governance.

 Organizational Stewardship & Strategy

Provide financial stewardship for the organization, evaluating, approving, and directing resources in accordance with regulatory requirements and in alignment with strategic and operational plans.  Manage treasury functions including cash flow management, credit monitoring, and the pension plan, balancing short-term pressures with long-term sustainability.  Evaluate and provide guidance on financial implications of change such as tuition fees, contract administration, and procurement. Provide leadership in project development, labor negotiations and management of financial changes within the institution. 

Relationship Management & Partnerships

Establish and maintain strong relationships with senior executive team and governance bodies, providing resources and detailed information to meet their needs and mandates.  Represent Holland College in meetings of provincial and professional organizations, working effectively with key partners such as the Province of PEI, financial institutions, pension consultants and investments managers, legal firms, Atlantic Canada Opportunities Agency (ACOA), and other key stakeholders. 

QUALIFICATIONS

  • Chartered Professional Accounting (CPA) designation in good standing and registered in the province of Prince Edward Island and a relevant undergraduate degree.  Master’s Preferred.
  • Minimum of seven (7) years’ progressively senior experience in financial management.
  • Minimum five (5) years supervising and/or managing core Finance processes including budget planning and development, treasury management, accounting operations, financial analysis and audit planning and coordination of year end activities.
  • Knowledge of commodity taxes and their application to the post-secondary sector.
  • Demonstrated proficiency in managing employees, organizing, assigning, and managing workflow, communicating effectively, and collaborating with colleagues in a team environment.
  • Demonstrated ability to meet deadlines, make sound business decisions and provide evidence-based recommendations to senior leadership.
  • Knowledge of financial systems, procedures, and applicable legislative frameworks for the Province of Prince Edward Island.
  • Experience in a similar role within a post secondary and/or not-for-profit organization.
  • Demonstrated accomplishment in adding value to strategy as well as transactional and cost efficiencies.
  • Experience managing procurement functions.
  • Experience presenting to boards and board committees and working within public sector governance structures.
  • Demonstrated expertise with computerized financial accounting and management tools such as Oracle, Excel, Word.
